Targeted Arms Embargo

Until 31 July 2025, Member States shall continue to take the necessary measures to prevent the direct or indirect supply, sale or transfer, from or through their territories or by their nationals, or using their flag vessels or aircraft, or arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment, and spare parts for the aforementioned to armed groups and associated individuals operating in the CAR, including prohibiting technical assistance, training, financial or other assistance, related to military activities or the provision, maintenance or use of any arms and related material.

 

All Member States are authorized to, and all Member States shall, upon discovery of items prohibited by paragraph 2 of resolution 2745 (2024) seize, register and dispose (such as through destruction, rendering inoperable, storage or transferring to a State other than the originating or destination States for disposal) items the supply, sale, transfer or export of which is prohibited and decides further that all Member States shall seize and dispose (such as through destruction, rendering inoperable, storage or transferring to a State other than the originating or destination States for disposal) of such items shall notify the Committee of such disposal within 30 days providing details of all items disposed of and the precise manner in which they were disposed of,  and that all Member States shall cooperate in such efforts;

 

There are no exemptions under the arms embargo against armed groups and associated individuals in the Central African Republic, which are all prohibited from receiving weapons from any source.
Travel BanAll Member States shall, through 31 July 2025 continue to take the necessary measures to prevent the entry into or transit through their territories of individuals designated by the Committee, provided that nothing in this paragraph shall oblige a State to refuse its own nationals entry into its territory, and calls upon the CAR Government to enhance cooperation and information sharing with other States in this regard.Paragraph 14 of resolution 2399 (2018) as renewed by paragraph 4 of resolution 2745 (2024).
Asset FreezeAll Member States shall, through 31 July 2025, continue to freeze without delay all funds, other financial assets and economic resources which are on their territories, which are owned or controlled, directly or indirectly, by the individuals or entities designated by the Committee, or by individuals or entities acting on their behalf or at their direction, or by entities owned or controlled by them, and decides further that all Member States shall continue to ensure that any funds, financial assets or economic resources are prevented from being made available by their nationals or by any individuals or entities within their territories, to or for the benefit of the individuals or entities designated by the Committee.Paragraph 17 (a-c), 18 and 19 of resolution 2399 (2018) as renewed by paragraph 4 of resolution 2745 (2024).

Work and mandate of the Committee

The Committee comprises all 15 members of the Security Council and makes its decision by consensus. The current Chair of the Committee, for the period ending 31 December 2024, is H.E. Mr. Amar Bendjama (Algeria). The Vice-Chair for 2024 is Guyana. The Committee prepares annual reports of its activities. The Committee has Guidelines for the conduct of its work. Formal and informal meetings of the Committee are announced in the Journal of the United Nations. The work of the Committee is supported by the Panel of Experts whose tasks are set out in paragraph 32 of resolution 2399 (2018), and whose mandate was extended by paragraph 6 of resolution 2745 (2024).

The Committee is mandated to:

  • monitor implementation of the measures imposed in paragraphs 54 and 55 of resolution 2127 (2013) as amended  by paragraph 1 of resolution 2745 (2024) and extended by paragraph 2 of resolution 2745 (2024) and paragraphs 30 and 32 of resolution 2134 (2014), as extended by paragraph 24 of resolution 2399 (2018) with a view to strengthening, facilitating and improving implementation of these measures by Member States;
  • review information regarding those individuals and entities who/which may be engaging in the acts described in paragraphs 20 and 21 of resolution 2399 (2018); as renewed by paragraph 4 of resolution 2745 (2024).
  • report to the Security Council on its work and thereafter to report as deemed necessary by the Committee;
  • encourage a dialogue between the Committee and interested Member States, in particular those in the region, including by inviting representatives of such States to meet with the Committee to discuss implementation of the measures;
  • seek from all States whatever information it may consider useful regarding the actions taken by them to implement effectively the measures.

Background information

The Committee was initially established pursuant to resolution 2127 (2013) Document PDF concerning the Central African Republic (CAR) to oversee the relevant sanctions measure (arms embargo) and to undertake the tasks set out by the Security Council in paragraph 57 of the same resolution. By paragraphs 30 and 32 of resolution 2134 (2014) Document PDF, respectively, the Security Council further imposed a travel ban and an asset freeze.

On 30 July 2024, the Security Council adopted resolution 2745 (2024) by which it lifted the arms embargo on the CAR established under resolution 2127 (2013) and changed the name of the Committee to “the Committee pursuant to resolution 2745 (2024).

In its resolution 2745 (2024), the Council decided that the mandate of the Committee shall apply to the measures extended through 31 July 2025 in the same resolution.

Arms Embargo

By resolution 2745 (2024), the Security Council lifted the arms embargo on the Central African Republic, as outlined in paragraph 1 of resolution 2745 (2024). Concurrently, the Security Council has maintained the arms embargo against armed groups and associated individuals operating within the Central African Republic, which includes a prohibition on any technical assistance, training, financial support, or other forms of aid related to military operations or the provision, maintenance, or utilization of arms and related materials.

Targeted Sanctions

By resolution 2127 (2013) and resolution 2134 (2014) Document PDF, the Security Council decided to impose individual targeted sanctions (an arms embargo, including training and financial assistance, on individuals and entities; a travel ban on individuals; and an assets freeze on individuals and entities, as designated by the Committee). The Security Council decided to extend the targeted sanctions by resolution 2745 (2024). Paragraphs 14, 17,18 and 19 of resolution 2399 (2018) contain exemptions to those measures as amended and/or renewed by paragraph 4 of resolution 2745 (2024).

Under the sanctions regime, the Committee is mandated to consider designating individuals or entities on the basis of the criteria contained in paragraphs 20 and 21 of resolution 2399 (2018) as extended by paragraph 5 of resolution 2507 (2020) and reaffirmed by paragraph 5 of resolution 2745 (2024).
