The Committee is supported by a Panel of Experts. It is comprised of eight experts and is based in New York City. Its current mandate was extended by paragraph 1 of Security Council resolution 2680 (2023) until 30 April 2024.

The Panel of Experts is mandated by resolutions 1718 (2006), 1874 (2009), 2087 (2013), 2094 (2013), 2270 (2016), 2321 (2016), 2356 (2017), 2371 (2017), 2375 (2017) and 2397 (2017), inter alia, to:
- assist the Committee in carrying out its mandate as specified in paragraph 12 of resolution 1718 (2006) and paragraph 25 of resolution 1874 (2009);
- gather, examine and analyze information from States, relevant United Nations bodies and other interested parties regarding the implementation of the measures, and gather, examine and analyze information in particular, on incidents of non-compliance;
- make recommendations on actions that the Council, Committee or Member States may consider to improve implementation of the measures;
- provide to the Committee a planned programme of work;
- provide a midterm report to the Committee and, following the Committee’s discussion, submit this report to the Security Council;
- provide a final report to the Committee and, following the Committee’s discussion, submit this report to the Security Council;
- assist Member States in preparing and submitting national implementation reports on the concrete measures they have taken in order to effectively implement the provisions of relevant resolutions;
- support the Committee’s efforts to further develop, improve and draft Implementation Assistance Notices (IANs).
The Panel acts under the direction of the Committee and its members are appointed by the Secretary-General of the United Nations in consultation with the Committee. They have specialized backgrounds in areas such as nuclear issues, other weapons of mass destruction and conventional arms, customs and export controls, weapons of mass destruction, arms control and non-proliferation policy, procurement and trade, finance and economics, air and maritime transport and missile issues and other technologies.
The Security Council has urged all States to cooperate fully with the Committee and the Panel, in particular by supplying any information at their disposal on the implementation of the measures. States are encouraged to respond promptly and thoroughly to such requests for information and to invite the Panel to visit and investigate alleged violations of the sanctions regime, including inspection of items that might have been seized by national authorities.
