The Security Council’s responsibility regarding admission of new members to the United Nations is laid out in Article 4 of the Charter of the United Nations, paragraph 2 of which states that the admission of States to the United Nations will be effected by a decision of the General Assembly following the recommendation of the Security Council. Rules 58-60 of the Council’s Provisional Rules of Procedure further deal with the admission of new members. Articles 5 and 6 of the Charter of the United Nations deal respectively with suspension of rights and privileges of membership, and with expulsion from the United Nations.
