Security Council Resolutions
United Nations resolutions are the formal expression of the opinion or will of the organs which adopt them. They generally include two distinct parts: the preamble and the operative part. The preamble sets out the considerations on the basis of which a decision is made, an opinion is expressed or directions are given. The mechanism states the opinion or decision of the body from which the resolution emanates.
