In accordance with paragraph 14 of resolution 1844 (2008) and Section 2(p) of the Committee Guidelines established pursuant to resolution 2713 (2023) concerning Al-Shabaab, the following narrative summary of reasons is made accessible to the Committee
ABDIKADIR MOHAMED ABDIKADIR was listed on 21/May/2024 pursuant to 26(b) of resolution 2662 (2022): (i) participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of Al-Shabaab (iii) recruiting for, or otherwise supporting acts or activities of Al-Shabaab or any cell, affiliate, splinter group or derivative thereof.
Abdikadir Mohamed ABDIKADIR is a senior leader, active recruiter, facilitator, and operational planner in Al-Shabaab who has been closely involved in the group’s terrorist activities. As of November 2019, ABDIKADIR served as the Head of Operations and Logistics. ABDIKADIR has directed previous attack planning for Al-Shabaab and has been linked to several attacks including the 2012 bombing at a UN base in Mogadishu, the 2010 Kampala bombings, the 2013 Westgate Mall attack, as well as several foiled attacks against Kenyan politicians, the UN, the Kenyan Parliament, and Mandera Airport in 2011 and 2012. Therefore, there are reasonable grounds to suspect that ABDIKADIR has participated in the planning, facilitating and preparing of acts by Al-Shabaab. ABDIKADIR has also supported acts of affiliate cells such as al Hijra by recruiting Kenyan youths in the townships of Mombasa and Nairobi to conduct attacks in Kenya.
